Recently there has been a buzzword into everyone's field of vision—the illegal cooking oil. Because of its huge damage to our health, it attracts everybody's attention and fears about food safety.
The illegal cooking oil is waste animal oil and oil that has been used for several times - usually by restaurants - for frying. According to Beijing Times, some producers of the illegal cooking oil that is made from the gutter oil and swill-cooked oil are processing nearly 100 tons of their substandard and possibly dangerous oil each day. Their advanced refining equipment and production techniques make it difficult for buyers to tell which oil is produced properly and which really processed garbage is. When it comes to the reason that the illegal cooking oil appears, the recycling of cooking oil has low entry requirements, with minimal technology and labor costs, while it generates the high profits. Just take that Shandong-based workshop for example. The average cost to it for one ton of waste oil was 5,600 Yuan ($877.05), by purchasing from restaurants or directly extracting it from waste disposal systems. It sold the recycled oil for as much as 10,000 Yuan per ton. These high profit margins mean there is no shortage of people willing to enter this field.
Up to now the illegal cooking oil has made some people doubt the necessity of eating out. Some are worried that any catering may cook with the illegal cooking oil regardless of how many stars the restaurant has. To a deeper degree, the illegal cooking oil has affected the trust between people and if nothing is done to solve this loss of trust, the effects on the development of the society especially the moral development will be disastrous. Therefore, all the joints involved in the illegal cooking oil production and sale have to be supervised.
To stop this illegal trade and protect public safety, the central government should strengthen oversight of the domestic cooking oil sector, and the penalties for irregular practices, especially recycling of the oil. At the same time, the crime cost of producing and selling the illegal cooking oil must be raised so as to discourage some to enter into this illegal industry. A professional team is needed to develop assessment technology and methods to support this. Secondly, authorities should establish incentives to ensure that used cooking oil is recycled for industrial use only. For example, the government could subsidize oil recyclers who sell their products to industrial manufacturers, to make it at least as profitable as selling it to restaurants.
