The administrative functions of the former Ministry of Geology and Mineral Resources and the mineral resources management functions of the former Ministry of Metallurgical Industry and the China National Nonferrous Metals Industry Corporation have all been assigned to the newly established Ministry of Land and Resources. Under the new Ministry, the Department of Mining Management is in charge of the examination, approval, registration and licensing of mining and the ratification and registration of mining privilege transference; the Department of Mineral Reserves is liable for the management of mineral reserves and the filing of geological data; the Department of Geological Exploration is responsible for the acceptance, examination, registration, licence issuance, variation, extension, reservation and cancellation of mining privilege applications; and the China Geological Survey (directly under the new Ministry) undertakes the task of mineral exploration.

Since March 1998 when the State Council's reform scheme of organizational structure was approved at the 1st Session of the 9th National People's Congress, the mining administrative system of metallic mineral resources has considerably changed.

The former Ministry of Metallurgical Industry has been restructured into the State Bureau of Metallurgical Industry under the State Economic and Trade Commission. This State Bureau, an administrative body in charge of the metallurgical trade, mainly performs the following functions: ¢Ù to study and define development strategy and plan for the metallurgical industry and promote the structural readjustment and rational distribution of the industry; ¢Ú to study and propose policies and regulations concerning the development of the industry, formulate norms, rules and technological standards for the trade, coordinate the internal relationships of the trade, maintain the order of fair competition and make suggestions on policies to relevant authorities; ¢Û to study and work out policies and measures for restructuring the metallurgical industry, direct State-owned metallurgical enterprises in their reform and structural readjustment, establish a modern enterprise system, and help the enterprises make up deficits, overcome difficulties, cut down on redundant employees, enhance working efficiency and execute the project of reemployment; ¢Ü to promote the reform of its directly affiliated institutions, which are required to enter the market within 3 years, reduce subsidies, cut down on redundant employees and enhance working efficiency; ¢Ý to keep abreast of and analyses the production trends of metallurgical industry, make suggestions on the equilibration between the production and demand in the industry, collect, analyses and issue information on domestic and foreign metallurgical economy, technology and markets, and provide advisory services on information; ¢Þ to organize inter-governmental economic and technological corporations and exchanges in the metallurgical industry; and ¢ß to handle other matters and tasks assigned to it by the State Council and the State Economic and Trade Commission.As the professional manufacturer of complete sets of mining machinery, such as vibrating feeder,cement plant, Henan Hongxing is always doing the best in products and service.

The China National Nonferrous Metals Industry Corporation was disbanded and the State Bureau of Nonferrous Metals Industry set up. The latter, under the State Economic and Trade Commission and in charge of the nonferrous metals industry, exercises mainly the following functions: ¢Ù to study and draw up development strategies and plans for the nonferrous metals industry, propose policies and regulations for developing the industry, and promote the structural readjustment and rational distribution of the industry; ¢Ú to formulate rules, regulations and technological standards for the nonferrous metals trade, collect, analyses and issue information on the economy, technology and markets of the trade, and provide information advisory services; ¢Û to coordinate internal relationships of the trade, maintain the order of fair competition, keep abreast of and analyses the productive trends and make suggestions on policies to concerned authorities; ¢Ü to guide and promote State-owned nonferrous metals enterprises in their reform and structural readjustment, establish nonferrous metallic enterprise groups that deal with different nonferrous metals and are directly affiliated to the Bureau; organize the devolution of other nonferrous enterprises; promote key enterprises to establish a modern enterprise system; and guide the enterprises in making up deficits, reducing redundant employees, enhancing work efficiency and executing the project of reemployment; ¢Ý¡¡to carry forward the reform of its directly affiliated institutions, which are required to gradually enter the market, reduce subsidies, cut down on redundant employees and increase working efficiency; ¢Þ to organize inter-governmental economic and technological corporations and exchanges in the nonferrous metals industry; and ¢ß to tackle other tasks and matters assigned to it by the State Council and the State Economic and Trade Commission.
